International research and comparative information on regulations, skills, immigration and the world of work. Influence on impact of European Union (EU) regulation on international members and those servicing cross border sectors, such as national implementation of the EU Platform Workers Directive, AI Act and Corporate Responsibility Reporting Directive and standards.

Advocate growth levers, across all APSCo regions supporting flexible labour markets, differentiating in law highly skilled, and highly paid, independent professionals from lower skilled, potentially more vulnerable contractor workers.
 

Differentiation of the professional contracting sectors and lower skilled temporary work

 

UK regulation – Continue to advocate for reform of Off Payroll and IR35 with clearer delineation in law of outside IR35 self-employed highly skilled contractors. Push for more umbrella regulation following announcement of statutory due diligence.

Australia – Build on our success limiting the impact of the Closing Loopholes Acts 2023 and 2024 on professional specialist contractors.

Germany – Build on our sectors’ success on the EU Platform Workers Directive negotiations, with employment status being left to national law. Continue to educate policy makers on the recruitment and outsourcing sectors.

 

Access to talent and need to raise global skill levels

 
Continue to highlight global shortages of skilled experts in APSCo members’ core sectors in particular in evolving green jobs, with new jobs being created at a startling pace.

Advocate for national skills strategies with joined up policies around skills training, education and immigration with regional and sectoral focus. Increased focus on “project” visas for highly skilled independent professionals across all APSCo regions.

Support flexible, modular, adaptable training programmes which will help workers adapt to changing skills needs and keep older workers in the jobs market.
 

Harnessing technology for the skills revolution

 

Fair, explainable and impactful use of technology and AI automation in hiring and recruitment, with global principles, auditable standards and responsibility on the technology providers.

 

Promote and articulate the benefits of skills first hiring to access untapped talent pools. Fair supply chains for all – including prompt payment and fair payment terms.
